UPDATE: A Warming Shelter will be available at Shelbyville Parks and Recreation Gymnasium (945 S Tompkins in Shelbyville, IN 46176). They are in need of volunteers to man the shelter. They will open the shelter on Thursday, December 22 and be open through Sunday, December 25 at noon (weather depending). Volunteer hours can be anywhere from 2 hours to 8 hours.
